Overview Of Role

About the role

FETCH is an incubated project within DGMT. The FETCH Approach unlocks the potential of young people and their communities to fetch a future they aspire to. Rooted in the Basic Package of Support (BPS)—a collaborative programme led by with the University of Cape Town and the University of Johannesburg— the FETCH Approach builds on a proven model of connecting youth to opportunities for learning, earning, and personal growth.

Through multi-dimensional coaching and service-strengthening initiatives, The FETCH Approach partners with civil society to create lasting impact. The name reflects its mission: to Facilitate, Empower, Transform, Connect, and bring Hope—helping young people take charge of their paths to success.

To realise our mission, we are looking to employ a Programme Manager to support Implementing Partners with quality implementation of the FETCH Approach model.

We are looking for a passionate, ambitious and proactive person with strong programme management and strategic leadership experience.

Responsibilities

  • Oversee full programme implementation of FETCH sites, including planning, execution, monitoring, and continuous improvement of the implementation model.
  • Manage project planning by developing and overseeing detailed implementation plans and supporting the continuous development of a Digital M&E system.
  • Identify and manage risks to ensure smooth roll-out and adherence to the FETCH Standard Operating Procedures.
  • Build and manage partnerships by identifying stakeholders, recruiting and onboarding implementing partners, and maintaining strong, ongoing partner relationships.
  • Lead communication efforts by representing FETCH at external forums, contributing to communication platforms, and ensuring all stakeholders are informed throughout implementation phases.
  • Supervise and support staff, providing mentoring and orientation where needed.
  • Contribute to financial sustainability by assisting with budgeting, ensuring cost-effective use of funds, and contributing to funding proposals.
  • Support monitoring and evaluation by overseeing data collection, analysis, reporting, and ensuring systems issues are addressed promptly.
  • Ensure ethics and compliance by upholding the highest ethical standards and complying with all relevant legislation, including child safeguarding and POPIA requirements.
Qualification
  • Post-graduate degree with a preference for development fields
  • Courses in leadership development or operations management will be advantageous
Experience
  • At least five years’ practical experience in implementing and managing development programmes and projects
  • Preferably 8+ years of experience in development/youth development/community development or related domains, with a minimum of 5 years required
  • Experience working with stakeholders across sectors (including donors, government, and civil society)
  • Experience working with community stakeholders
Personal Characteristics
  • Relationship-builder – able to form strong, trust-based partnerships across diverse stakeholders.
  • Clear communicator – conveys ideas and expectations simply, persuasively, and with impact.
  • Collaborative leader – inspires and guides partners without micromanaging.
  • Results-driven – keeps a sharp focus on programme outcomes and partner accountability.

  • Problem-solver – responds quickly and creatively to emerging challenges.
  • Culturally sensitive & youth-centred – understands and respects the lived realities of young people in poverty.
  • Resilient & adaptable – stays effective under pressure and in changing contexts.
